That was background to a Fred Pohl story called (think think oh heck google google) Gwenanda and the Supremes, published in ‘The Years of the City’.

The protagonist is drafted to the Supreme Court; everyone who serves in the Congress, the SC or the Presidency is drafted. Their major occupation is dismantling laws and regulations.
