Why — does this happen often?

Am I the only one vaguely disturbed by the fact that North Carolina at some point felt it necessary to enact the specific crime of “malicious castration”?

    It is North Carolina after all.
    What i thought was weirder tha such a law was that after they cut off his ears, ” The suspects then put a bandage around Wagoner’s head and told him to leave.” After all, you wouldn’t want him to get an infection……

    At least they have a law recognizing that it’s a crime. Most states just act like it’s nothing, like a black eye or something.
