Other nations (e.g. Canada) have privatized their ATC functions, and seen improvements in throughput and timeliness. It makes perfect sense: right now you're just sitting there, raging against the machine. You could send a letter, but it would be used to wipe some government employee's ass. If a few different companies offered ATC around different cities, you could at least write a letter to your airline, CC the Newark ATC folks, and rant.
